Millerstown Borough Council Meeting Minutes May 4, 2026 Those in attendance: President Rob Shipp, Council members Rich Fegley, Tim Ritzman and Donna Showers. Mayor John Kerns, Secretary Karen Knellinger, Plant Manager Jared Wagner and Operator Brycen Little. HRG Engineer Isaac Underhill, Solicitor Bill Dissinger and Zoning Officer Tim Reilly. President Shipp called the meeting to order at 7:00 pm. Public and Private Concerns Sign ins: None Resident Mike Sweger advised the head wall on Iron Mountain Road has fallen into the creek and he is concerned about future flooding. Jared will inspect it. The minutes from the regular meeting were emailed and reviewed. Councilmember Fegley made a motion to approve the minutes as presented. Councilmember Ritzman seconded the motion. Approval was unanimous. The bills/receipts/expenditures were reviewed and discussed. Councilmember Ritzman made a motion to approve the bills as presented. President Shipp seconded the motion. Approval was unanimous. Street Committee Report Jared is compiling bids for the street patching for the next meeting. The paving from the sewer project is part of their contract. The new sign for N High Street was delivered Friday, they will be installing shortly. Sewer Committee Five complaints were received from the project including the GW School District and all were resolved. The manhole liners will be subcontracted and should be done before the end of May. The pigging of the main will be the next contract and should be completed before the September deadline. Water Committee Report There are no follow up dates for the Asset Management Plan meetings with DEP. The reservoir replacement meter has been ordered. Four more training modules have been completed for EPA. Water service was restored to 41 N market St on 4/23 and charges will be incurred from that day. Finance Committee Report The DCED auditors have suggested changing several accounts with JVB to interest bearing. In the past, publicly held funds were not eligible for interest bearing if a Penn Vest loan was present. After research, the auditors have advised this is no longer a factor and have approved the accounts be changed. Councilmember Fegley made a motion to change the accounts eligible to interest bearing accounts at JVB. Councilmember Ritzman seconded the motion. Approval was unanimous. Solid Waste Committee Report None Solicitor’s Report Solicitor Dissinger presented the previously advertised Sidewalk Ordinance #2026-02, with lienable property and penalties enforcement. The Council will be responsible for exercising judgement for any property maintenance issues. Councilmember Ritzman made a motion to accept the ordinance as presented. Councilmember Fegley seconded the motion. Approval was unanimous. No action with Zoning Officer Reilly to develop a more readable zoning map. There have been several issues concerning data centers in several municipalities. Solicitor Dissinger can have a draft model for Council to review at the next meeting. Council approved. Engineer’s Report Isaac advises no new land development plans. Genesee Valley Construction for the sewer rehab contract has submitted their first application for payment on April 29th. HRG is reviewing for comments and recommendation to pay. EPA is completing the NEPA review. Three conditions needed to be agreed upon; no more than three acres, no tree cutting between May and July due to bat pups and DEP will need to be involved for any stream disruption. Zoning Permit Zoning Officer Reilly advised no permits were issued but he was asked about a payment issue for 35 N Market Street between the new owner and the renters. He referred them to the Borough Secretary. Millerstown Borough Council Meeting Minutes Mayor’s Report None Old Business The Primary elections will be held at the Borough Building. The Senior Center will also be selling whoopee pies as a fundraiser. New Business Secretary Knellinger reported several lights out to PPL. Councilmember Donna Showers donated an original picture of town from 1954. Council thanked her and this will be framed and hung at the office. Stitch In Time open house is Saturday 5/16, they need the cones and barriers. Councilmember Fegley made a motion to adjourn. Councilmember Ritzman seconded the motion. Approval was unanimous. The next meeting will be held on Monday, June 1st at 7pm.
